5. Rules of Play & Adaptations

The League follows adapted England FA Walking Football rules. Where local rules differ, TWSC rules override FA rules.

Core TWSC Rules

  • No running — one foot must remain in contact with the ground. There must be a clear walking style. The referee is the final judge on what is or isn’t walking.
  • On the 4th team running offence → penalty awarded
  • No offsides
  • Ball must not travel above crossbar height
  • Unlimited touches
  • No headers
  • No physical contact
  • No tackling from behind or side
  • Tackles must come from the front (10 to 2 on a clock face)
  • Kick-ins instead of throw-ins
  • No outfield player may enter the goalkeeper area
  • Any defender entering the penalty box incurs a penalty kick
  • any attacking player entering the goalkeeper area incurs a free kick 3 metres outside of the area
  • Penalty walk-up limited to 2 metres
  • All free kicks are indirect
  • Opponents must stand 3 metres away at dead ball restarts
  • Goalkeeper may not leave penalty area
  • Goalkeeper cannot pick up a back pass
  • Goalkeepers may restart by hand or foot

When Goalkeeper Saves

  • Over crossbar height but stays in play → goalkeeper retains
  • Over crossbar and out to side → kick-in
  • Over crossbar and behind goal → corner

6. Substitutions

  • Roll-on/roll-off. With referee agreement
  • All players must play at least half a game
  • No goalkeeper substitutions for penalties

A Player Pool will be created for players unable to commit long-term. These players may be called upon to cover illness, injury, or absence.

7. Governance & Discipline

League Committee

  • The 4 Team Captains form the League Committee
  • Operates via consensus and collaboration
  • Acts as Disciplinary Committee when required

Team Captains

Team Captains are responsible for ensuring all players turn up for matches and where players cannot play - they notify the committee for the use of a pool player.

Captains select starting teams, ensuring every player plays at least one half and are responsible for substitutions.

Discipline Philosophy

Captains lead by example.
Minor issues handled on-field.
Serious issues referred to the Club Board.

8. Protest & Dispute Process

  1. Captain submits written protest within 24 hours of match conclusion.
  2. Protest must clearly outline rule breach (not judgment calls).
  3. League Committee reviews within 7 days.
  4. Decision communicated in writing.
  5. Committee decision is final.

Referee decisions on facts of play are not subject to protest.

9. Referees & Officials

  • Trained TWSC referees
  • Educated in FA rules plus TWSC adaptations
  • Ref scheduling coordinated via WhatsApp

Authority Structure

  • Referee
  • Team Captains
  • TWSC Board

Respect for Match Officials Policy

TWSC is committed to a safe and respectful environment.

  • Only the designated captain may speak to the referee
  • No dissent or abuse (verbal or non-verbal)
  • Referee decisions are final
  • Players are encouraged to thank referees before and after matches

Breaches may result in warnings, temporary removal, suspension, or further sanctions.
